Pine City man charged with multiple tax crimes in alleged illegal cannabis cultivation, dispensary operation case

A Pine City man has been charged with one felony count of failing to file a sales and use tax return and a felony count of willfully failing to pay sales and use tax after allegedly operating an unlicensed cannabis cultivation and retail business.


Alan Mosio was arrested and charged with multiple counts of drug possession and unlawful cultivation of cannabis plants in January.


East Central Drug and Violent Offender Task Force agents began a narcotics investigation regarding Mosio in October of 2025.


The task force confirmed with the Minnesota Office of Cannabis Management that he did not have a license to sell or cultivate cannabis.


According to a news release from the Minnesota Department of Revenue, investigators reviewed Mosio's tax filings and determined he did not file a sales and use tax return to report receipts from Deca AI, nor did he pay the sales tax required for cannabis product sales.


The complaint states that Mosio owes more than $1.9 million in sales and use tax.
