Former Chisago County Sheriff Duncan Facing New Lawsuit

Former Chisago County Sheriff Richard Duncan is facing a new lawsuit after a second woman claims he used blackmail to coerce her into sex.


According to the suit filed on March 16, this instance reportedly happened in 2017, around the time Duncan blackmailed another woman, who worked at the Chisago County Sheriff’s Office, into a sexual relationship.

The suit states that Duncan claimed a blackmailer demanded the pair engage in an extramarital affair, which included sex acts on camera. It goes on to say that Duncan said if the blackmailer’s demands were not followed, they would kill the victim and her family.


The suit alleges that Duncan repeatedly told the victim, "I’m the Sheriff. I will protect you” and “I will keep you safe. I’m the Sheriff."


The lawsuit claims that Duncan violated the victim’s constitutional rights. They are seeking monetary judgments due to the victim suffering severe and persistent mental anguish, shame, humiliation, embarrassment, degradation, and other types of bodily and mental harm.


Duncan was elected Chisago County Sheriff in 2010, and his tenure ended in 2018.


In 2018, he admitted to fabricating communications to a county employee, threatening her safety if she did not comply to having a sexual relationship with him.


That employee filed a civil lawsuit and was awarded $1.1 million in damages last March.
